I want to upload my website using FTP, which is the best web hosting site to use?
I understand that paying for web hosting will mean that I will get a better deal, but I want FREE hosting.

There are a lot out there but I would recommend awardspace.com as you will also have smtp activated with the free plan.
There are many free web hosting options available. Some of them require you to have ads on your site which is how they get paid, others add pop up ads when your page loads and still others lure you in with free hosting and then try to ‘up sell’ you to get better options with paid hosting.
Most all hosting companies (free ones included) offer FTP so that should not be a problem. What type of site do you want hosted? That will make a lot of difference on which free host to choose.
